The Water Drops filter can create a variety of liquid effects. The Brick Wall filter in Eye Candy 5: Textures was used to create the background, then the Water Drops filter was applied to the background, the text, and using selections in a new layer.

Water Drops

Water Drops creates classic round droplets as well as spills, splashes, squirts, and other realistic liquid effects. Controls are provided for manipulating drop size, coverage, clumping, focus, refraction, opacity, tinting, and liquid color. Lighting can also be manipulated.
