Create another layer and name it 'photo.' Paste a copy of the child's photo onto this layer. Size photo to fit page with enough room left for embellishments and journaling.
Select the layer for 'photo mat solid,' and with the Preset Shape tool draw, a solid rectanguler mat under your child's photo slightly larger than the photo. I used a darker shade of my sage green for the fill color of my mat. No stroke color. I also left anti-alias unchecked so I'd have a nice sharp edge.
Select the layer for 'photo mat pattern' and draw another larger rectangle under the first mat. I used the dotted pattern we made in Step 4 for the fill color of this mat.
This photo might look nice at a slight angle. Let's rotate photo and mat.
Select the 'photo' layer and then select the command Image > Rotate > Free Rotate and in the dialog box check Left Free and enter 10. Make sure All Layers and the other box are NOT checked and hit OK.
Use the Move tool to move the photo into position a little left of center.
Select the layer for 'photo mat solid' and place it under photo. You can rotate this layer too if you prefer. I liked it better not rotated. Rotate the 'photo mat pattern' layer same as 'photo' layer. Adjust positions of photo and the 2 mats until you like what you see.
