Illustrator Tutorial: Halloween Spiders and Webs, Part 1: Spinning the Web

Select the center web section again. Go to Object > Transform > Scale. Check Uniform and enter 70 in the Scale box so we can decrease the size by 70% this time. (Last time we increased the size by 30%, so now we decrease by 30%). Again, make sure that Scale Strokes & Effects is NOT checked in the Options section and click the Copy button to create a new web section 130% smaller than the first one and copy the first section rather than replace it. Click OK. Cmd/ctrl + D to duplicate the transformation one more time so you have 6 web sections total.
