Digital Image Pro with version 7, then Microsoft skipped a number and dropped Picture It! from the title when they released Digital Image Pro 9 and Digital Image Suite 9 in 2003. The main difference in Digital Image Suite is the addition of the Image Library for photo organization.

For Picture It! 9/Digital Image 9: "The Gallery-to-Library Import Wizard copies information about your pictures from the Gallery to the Library. This wizard imports thumbnails, keywords, and picture locations. The actual picture files will not be moved or modified. After using this wizard, you will be able to access your pictures from both the Gallery and the Library."
