This star border was created with a group of only three stars and the Frame effect. The 'frame' text was created with the Border Live Effect.

In the two examples below, the only thing drawn in Illustrator was a simple circle with stroke and fill. The Live Tiling effect was applied to create a grid, then 3D Transform was applied to mold the grid into the fan shape. Finally, this grouping was arranged into a border with the Frame effect. The stroke and fill colors were changed to create the second example.
