I was looking for a program to create Web photo galleries with a flat directory structure (all files in one folder) and Gallery Wizard fit the bill. What's more, it's free and has quite a few customization options. If you just want a quick and simple way to generate your gallery pages, you can go with the default settings and have it done in a matter of minutes. If you want a more custom look, you can get that too with a little basic HTML knowledge. Four thumbnail effects are available--the sharpen option is particularly useful for making those thumbnails looks their best. The generated pages are pure HTML without fancy Javascript special effects. For your basic Web photo album, Gallery Wizard gets the job done nicely.
