I was wondering which version of Photoshop Elements comes with the Capture and Create, and whether it is also the full version. I’m interested in both the tablet and upgrading my Photoshop Elements 9 to 10, and was wondering if this could save me some money

It’s usually the full version, but one version older than the current one. Since Elements 10 just came out it’s probably 9 or 8. I’ll see if I can find out.
Bamboo Capture comes with Elements 8 and Bamboo Create comes with version 9.
