Paint by Number Effects in Photoshop Elements

In the discussion forum, Mary writes: "I recently purchased [Photoshop] Elements 2.0... for its photo editing/enhancing capabilities and have not been disappointed. However, I also need a program that has the capability to do a 'paint by number' type of application to a photograph. I noticed in a Google search there are two that came up - Segmation by Xaos Tools & Color by Number by Stoik Hobby.
